Overview

The position manages the archeological and heritage components of a major capital transportation project through all phases of the project management life cycle.

Key Accountabilities

  • Coordinates the cultural/archeological program for the Surrey Langley SkyTrain (SLS) Project and other related transit projects, balancing competing project constraints against project goals and objectives.
  • Manages delivery of all archaeology components and provides sound expert advice through all phases of the project management life cycle.
  • Oversees and directly manages the Project Archaeologist responsible for all permitting, reporting, and monitoring requirements under the BC Heritage Conservation Act (HCA).
  • Develops and maintains a broad range of relationships with Indigenous Groups, the Project Archaeologist, the BC Archaeology Branch, and Construction Contractors to achieve project objectives.
  • In conjunction with the Project Archaeologist, determines project scope, defines deliverables, and develops project charters to fulfil archaeology commitments and requirements.
  • Oversees and coordinates all archaeological works related to planning and construction activities between the Project Archaeologist and Construction Contractors.
  • Develops and implements project work plans that defines scope, key deliverables and milestones.
  • Prepares internal and external presentations and provides advice to senior management on project status.
  • Supports other members of the Project team with Indigenous Relations consultation and public/stakeholder outreach, as needed.
  • Plans and conducts project evaluations and post-implementation reviews, and documents findings for future reference.
  • Ensures program is coordinated with wider project workstreams and objectives including Indigenous Relations, Environmental Management, Construction Monitoring, and Technical Design.

Qualifications

  • Bachelor’s Degree in archaeology, anthropology, environmental sciences, engineering, or a similar field of study.
  • Five years industry experience related to archaeological matters in a construction setting.
  • At least 5 years experience working on commercial Archaeological programs under the jurisdiction of the HCA within British Columbia.

Related experience may include the following:

  • Experience working on large infrastructure projects involving a diverse range of project portfolios to schedule with milestones.
  • Developing partnerships, and alternate procurement, including design/build, concession agreements and public-private partnerships.
  • Managing in a professional environment, including managing the workload of other project managers and consultants, managing employee performance, coaching and mentoring, goal setting, and leading the resolution of HR/performance issues.
  • Managing relationships with senior level stakeholders and engagement sessions.
  • Budget management.
  • Preference may be given to applicants who have the following experience:
  • Registration, or the ability to register, as an affiliate member (or higher) with the B.C. Association of Professional Archaeologists.
  • Previous experience obtaining and working under the BC Heritage Conservation Actpermitting regime.
  • Demonstrated experience consulting and working with Indigenous Groups within southwestern BC.
  • Experience working directly for Indigenous Groups or establishing partnerships with Indigenous Groups on construction projects.
  • Experience conducting archaeological site inspections/audits of construction sites.
  • Developing partnerships within alternate procurement processes, including design/build, concession agreements and public-private partnerships.
